Spray a cookie sheet with non-stick spray, or for best results, line with parchment.
Take the sugar cookie dough, and slice into 1/4 inch pieces.
Place the pieces in the shape of a flag on the cookie sheet, and press the edges into one piece.
Bake at 375 for 11-12 minutes, until the edges are golden brown.
Allow the cookie to cool completely.
In a medium mixing bowl, beat the cream cheese until smooth. Add the powdered sugar and vanilla, and mix until well combined.
Spread the frosting over the sheet cookie.
Take the strawberries and remove the tops and quarter them.
Design the flag on your cookie by using the blueberries for the blue square.
Add the cool whip into a piping bag with a star tip.
For the red and white stripes, place the quartered strawberries in a line, then adding a line of cool whip. Repeat to fill out the cookie sheet.
Chill until ready to serve.
