Preheat oven to 350 degrees. Cream together butter, eggs, and sugars.
Mix dry ingredients in a separate bowl and combine them into the butter mixture. Add chocolate candies last. Roll into 1 1/2" balls onto greased cookie sheet. Press a couple of chips on top of each cookie for decorative purposes. Bake for 8-10 minutes until golden brown. Let cool a few minutes before removing from the baking sheet.
