Preheat oven to 350 °.
In a large bowl, blend sugar, pumpkin, water, melted butter and eggs.
In a second bowl, mix flour, salt, baking soda, cinnamon and nutmeg until blended.
Add dry ingredients to pumpkin mixture and blend well.
Pour into muffin cups.
Spoon one tablespoon of topping (recipe below).
Bake 28-30 minutes until a toothpick comes out clean.
